20 Mar, 2013 - WASHINGTON: The US-sponsored draft resolution before the ongoing session of the UN Human Rights Commission in (UNHRC) "calls" the Sri Lankan government to conduct an "independent and credible" investigation into allegations of human rights violations. The draft resolution - a copy of which has been obtained by PTI - has not ceded to demands of human rights bodies for an independent international investigation, as being called by the Office of the UN High Commissioner for Human Rights in its report. Welcoming the announcement by the Lankan government to hold elections to the Provincial Council in the Northern Province in September 2013, the draft resolution now calls upon Colombo to fulfill its public commitments, including on the devolution of political authority.  A previous version of the draft resolution had expressed concern over the "failure" of the Sri Lanka to fulfill its commitment on devolution of power.  The draft resolution, currently under circulation, also welcomes and acknowledge the progress made by the Lankan government in rebuilding infrastructure, demining, resettling the majority of internally displaced persons.  At the same time it takes note of the considerable work that lie ahead in the areas of justice, reconciliation and resumption of livelihoods, and stresses the importance of the full participation of local populations, including representatives of civil society and minorities, in these efforts.

Statement by the Prime Minister of Canada on International Women's Day

- March 8, 2013, Ottawa, Ontario-  Prime Minister Stephen Harper today issued the following statement to mark International Women’s Day:  “Today, I encourage all Canadians to recognize the tremendous achievements of women in Canada and around the world in promoting equality, peaceful development and in combating violence against women and girls. “Canada’s theme for this year’s International Women’s Day is Working Together: Engaging Men in Ending Violence Against Women, which highlights the importance of engaging men in efforts to prevent such aggression, including playing a role in educating boys about healthy and equal relationships. Our Government supports grassroots organizations across the country for community projects aimed at ending violence against women and girls. These include initiatives addressing violence against women in four key areas: violence committed in the name of so-called ‘honour’; the trafficking of women and girls; women and girls in high-risk neighbourhoods; and engaging men and boys. Our Government has also been taking action by strengthening domestic laws against perpetrators of the most violent crimes and sex offenders who prey on our children. We have also taken several concrete measures to put the central focus of the criminal justice system back where it belongs, on the rights of victims.

மார்ச் 5, 2013-  சனாதிபதி மகிந்த இராசபக்சே இந்தியாவுடனான உறவு மிகவும் நன்றாக இருக்கிறது என்று சொன்னாலும் உண்மை அதுவல்ல.  பல சகாப்தமாக நீடித்து வரும் இனச் சிக்கலைத் தீர்த்து வைக்க மகிந்த இராசபக்சே தவறியுள்ளதால் புது தில்லி அவரோடு கடுமையான அதிருப்தியில்  இருக்கிறது. அய்க்கிய தேசியக் கட்சியின் பொதுச் செயலாளர் திஸ்ச அத்தனாயக்கா கொழும்பில் நடந்த செய்தியாளர் மாநாட்டில் பேசும் போது இராசபக்சே அரசு அதிகாரப் பரவலாக்கல் தொடர்பாக  இந்தியாவுக்குக் கொடுத்த வாக்குறுதிகளை நடைமுறைப்படுத்த மறுத்துவிட்டது.  அரசிற்குள் செயற்படும் தீவிரவாத சக்திகள் சிறுபான்மை இனத்தவர்களுக்குப் புதிய சிக்கல்களை உருவாக்கியுள்ளன. சனாதிபதி இராசபக்சேயின் கூற்றுப்படி 'சிறீலங்காவில்  சிறுபான்மை என்ப்படுபவர் யாரும் இல்லை. அவர்கள் எல்லோரும் சம உரிமை படைத்தவர்கள்’ என்பது வெறும் பசப்புரை ஆகும்.  போரினால் இடப்பெயர்வுக்கு உட்பட்ட பெரும்பான்மை மக்கள் அவர்களது சொந்த வீடுவாசல்களில் இன்னமும் மீள் குடியமர்த்தப்படவில்லை. அதே சமயம் தமிழர்களுக்கும் முஸ்லிம்களுக்கும் சொந்தமான காணிகளை ஒரு குழு அபகரிக்கிறது. அந்தக் குழுவுக்கு அரசின் ஆதரவு இருப்பது வெள்ளிடமலை ஆகும். முஸ்லிம்களும் தங்கள் மதத்தை அனுட்டிப்பதற்காக  தொல்லைப் படுத்தப் படுகிறார்கள் என அத்தநாயக்கா குறிப்பிட்டார். 

‘ஏழையைக் கண்டால் மோழையும் பாயும்’ என்பது போல் அண்மையில்  பக்காத்தான் தேர்தல் கொள்கை அறிக்கை அமைந்திருப்பதைக் கண்டு இந்திய சமுதாயம் அதிச்சியும் ஏமாற்றமும் அடைந்துள்ளது. 56 ஆண்டுகளாக ஆட்சி புரியும் பாரிசான் ஆட்சியில் இந்தியர்களின் வாழ்க்கை உயரவில்லை. 2008 ஆம் ஆண்டு இந்தியர்கள் மிகுந்த நம்பிக்கையுடன் பக்கத்தானுக்கு ஓட்டளித்த பின்பு ஐந்து மாநிலங்களைக் கைப்பற்றியது, ஏழ்மையிலும் சமூகப்பிரச்சனைகளிலும் மூழ்கித்தவிக்கும் இந்திய சமுகத்தைக் கைதூக்கி விடுவார்கள் என்ற பெரிய நம்பிக்கையில் மண்விழுந்ததுதான் மிச்சம். கடந்த, 56 ஆண்டுகள் ஆட்சி புரிந்த பாரிசான், 5 ஆண்டுகளாக நான்கு மாநிலங்களில் ஆட்சிப் பொறுப்பிலுள்ள பாக்கத்தான் கட்சியும் நயவஞ்சகத்துடன்,இந்தியர்களின் ஓட்டுகளைப் பெறுவதில் மட்டுமே குறியாய் இருந்தனர் என்பதை அறிய மிகவும் வருத்தமாக இருக்கிறது.
     
சுமார் இருநூறு ஆண்டுகளுக்கு முன்பு,இந்தியர்கள் சஞ்சிக்கூலிகளாக மலாயாவுக்குக் கொண்டு வந்த ஆங்கிலேயர்களின் கொடுங்கோல் ஆட்சியில், பச்சைக்காடாக இருந்த இந்நாட்டை,வளப்படுத்துவதில் இந்தியர்கள் அடைந்த துன்பத்திற்கு அளவே இல்லை. இந்தியர்களின் இரத்த வியர்வில் உருவான இந்நாட்டு மண்ணுக்கு இலட்சக் கணக்கில் இரையாகிப் போன நம் இந்தியர்களின் தியாகம் வேண்டுமென்றே மறைக்கப்பட்டுவிட்டது.

முகநூலில் சண்முகலிங்கம் அவர்கள் ஆஸ்பத்திரியில் இருப்பதாக அறிந்தேன். அவரின் மறைவு பற்றிய விடயத்தையும் பின்னர் முகநூல் மூலம் அறிந்தேன். உண்மையிலேயே துயரமாகவிருந்தது. நல்லதொரு மனிதர். தன்னைப்பற்றி தம்பட்டம் அடிக்காத,அமைதியாகத் தன் பங்களிப்பினை வழங்கியவர்.  தோழர் பொன்னம்பலம் சண்முகலிங்கம் அவர்களைச் சந்தித்து நீண்ட நாட்களாகி விட்டன. நான் நினைத்தேன் அவர் இன்னுமொரு நகருக்குச் சென்று விட்டதாக. Thank you, first of all, Jason, for that kind introduction, and also for the work you’ve been doing, I know Jason has been a very passionate advocate for the initiative that we’re announcing today. Thank you as well to our master of ceremonies today, our host because he’s the Member of Parliament for this area, the Honourable Julian Fantino who has been a great addition to our team in Ottawa. I also want to thank all of my colleagues from both Houses of Parliament who have come to be here with us today for this very important announcement. Special greetings to Member of Parliament Bev Shipley who moved the motion in the House of Commons to get a vote to establish the Office of Religious Freedom. And thank you as well to our host here today, National General Secretary Dr. Aslam Daud and National President Lal Khan Malik of the Ahmadiyya Muslim Jama’at Canada, thank you. Distinguished guests, ladies and gentlemen, I’d like to start today by expressing my gratitude, to join with Jason to express my gratitude, to the Ahmadiyya Muslim community here in Vaughan. I’m grateful for your generous hospitality but even more I’m grateful for the outstanding example that you set. This community has experienced, as Jason mentioned, the terrible cruelty of persecution, persecution on the basis of religion. In spite of that, your belief in tolerance and harmony endures. New photographs of LTTE chief Velupillai Prabakaran’s son just before he was shot dead, obtained by Channel 4 TV, leave more questions for Sri Lanka to answer about war crimes.

It is a war that has produced some truly terrible images, but this one is particularly disturbing. A young boy sits looking distressed, like a child who has been lost in a supermarket. He has been given a biscuit or some kind of snack. In the second photograph, he is looking anxiously up, as though hoping to see someone he recognises. The boy is Balachandran Prabakaran, the 12-year-old son of Tamil Tiger leader Velupillai Prabakaran. These photographs, which we are releasing today, form part of the new evidence in the forthcoming feature documentary “No War Zone: The Killing Fields of Sri Lanka,” the culmination of three years of research which will be shown for the first time next month in Geneva, to coincide with the U.N. Human Rights Council meeting. The new evidence in the film is certain to increase pressure on the Indian government not only to support a resolution on Sri Lanka and accountability, but also to ensure that it is robustly worded, and that it outlines an effective plan for international action to end impunity in Sri Lanka.

- January 31, 2013 -All disruptive technologies upset traditional power balances, and the Internet is no exception. The standard story is that it empowers the powerless, but that's only half the story. The Internet empowers everyone. Powerful institutions might be slow to make use of that new power, but since they are powerful, they can use it more effectively. Governments and corporations have woken up to the fact that not only can they use the Internet, they can control it for their interests. Unless we start deliberately debating the future we want to live in, and the role of information technology in enabling that world, we will end up with an Internet that benefits existing power structures and not society in general. We've all lived through the Internet's disruptive history. Entire industries, like travel agencies and video rental stores, disappeared. Traditional publishing -- books, newspapers, encyclopedias, music -- lost power, while Amazon and others gained. Advertising-based companies like Google and Facebook gained a lot of power. Microsoft lost power (as hard as that is to believe). The Internet changed political power as well. Some governments lost power as citizens organized online. Political movements became easier, helping to topple governments. The Obama campaign made revolutionary use of the Internet, both in 2008 and 2012.

February 10, 2013 - Wasn’t it? Yesterday I mean. Spring announced itself in Delhi. The sun was out, and the Law took its Course. Just before breakfast, Afzal Guru, prime accused in the 2001 Parliament Attack was secretly hanged, and his body was interred in Tihar Jail. Was he buried next to Maqbool Butt? (The other Kashmiri who was hanged in Tihar in 1984. Kashmiris will mark that anniversary tomorrow.) Afzal’s wife and son were not informed. “The Authorities intimated the family through Speed Post and Registered Post,” the Home Secretary told the press, “the Director General of J&K Police has been told to check whether they got it or not.” No big deal, they’re only the family of a Kashmiri terrorist.

In a moment of rare unity the Nation, or at least its major political parties, the Congress, the BJP and the CPM came together as one (barring a few squabbles about ‘delay’ and ‘timing’) to celebrate the triumph of the Rule of Law. The Conscience of the Nation, which broadcasts live from TV studios these days, unleashed its collective intellect on us — the usual cocktail of papal passion and a delicate grip on facts. Even though the man was dead and gone, like cowards that hunt in packs, they seemed to need each other to keep their courage up. Perhaps because deep inside themselves they know that they all colluded to do something terribly wrong.

தமிழர்களது விடுதலைப் போராட்டத்திற்கு நீண்ட வரலாறு உண்டு.  இருபத்தேழு ஆண்டுகள் (1956 - 1983) சாத்வீகப் போராட்டம். மேலும் 26 ஆண்டுகள் (1983 - 2009) ஆயுதப் போராட்டம். இப்போது கடந்த 3 ஆண்டுகளாக சாத்வீகப் போராட்டம்.  தொடக்கப் புள்ளியில் மீண்டும் வந்து நிற்கிறோம். சாத்வீகப் போராட்டத்துக்கு தலைமை தாங்கியவர் தந்தை செல்வநாயகம். 1948 இல் டி.எஸ். சேனநாயக்காவால் கொண்டு வந்து நிறேவேற்றப்பட்ட 18 ஆம் இலக்கக் குடியுரிமை சட்டம் அதே ஆண்டு நொவெம்பர் மாதம் 15 ஆம் நாள் நாடாளுமன்றத்தில் நிறைவேற்றப்பட்டது. அதனை தீவிரமாக எதிர்த்துப் பேசியவர் தந்தை செல்வநாயகம். எதிர்த்து வாக்களித்தவர். அப்போது தந்தை செல்வநாயகம் தமிழ்க் காங்கிரஸ் கட்சியின் துணைத் தலைவராக இருந்தார்.  அதன் தலைவர் ஜி.ஜி. பொன்னம்பலம் குடியுரிமைச் சட்டத்தை எதிர்த்துப் பேசவில்லை. ஆனால் எதிர்த்து வாக்களித்திருந்தார்.  1947 ஆம் ஆண்டு நடந்த நாடாளுமன்றத் தேர்தலில் யாழ்ப்பாணத் தொகுதியில் அய்க்கிய தேசியக் கட்சி வேட்பாளர் அருணாசலம் மகாதேவாவை 9,000 அதிகப்படி வாக்குகளால் தோற்கடித்து வெற்றி பெற்றவர் பொன்னம்பலம். "கந்தசாமியைக் கொன்ற துரோகி மகாதேவா ஒழிக" என்பது அவரது தேர்தல் முழக்கமாக இருந்தது.  ஆனால் 1948  இல் அதே அய்க்கிய கட்சியின் தலைவர் டி.எஸ். சேனநாயக்காவோடு அமைச்சர் பதவிக்குப் பேரம் பேசினார்.  பத்து இலட்சம் மலையகத் தமிழர்களது குடியுரிமை பறிக்கப்படுவதைப் பற்றி அவர் கவலைப் படவில்லை.  அவர்களது வாக்குரிமை பறிபோவதைப் பற்றி அவர் எண்ணிப்பார்க்கவில்லை. தமிழர்களது வாக்குப் பலத்தை சரிபாதியாகக் குறைத்த குடியுரிமை சட்டத்தின் விளைவையோ அல்லது அதனைக் கொண்டு வந்து நிறைவேற்றிய டி.எஸ. சேனநாயக்காவின் கபட நோக்கத்தையோ பொன்னம்பலம் அறிந்திருக்கவில்லை என்று சொல்ல முடியாது.  ஆனால் அமைச்சர் பதவிக்கு ஆசைப்பட்ட பொன்னம்பலம் அந்தச் சட்டத்தின் பின்விளைவுகளைப் பற்றிக் கவலைப்பட வில்லை.

Toronto, January 24, 2013 — Canada will launch a brand new program on April 1 to recruit innovative immigrant entrepreneurs who will create new jobs and spur economic growth, Citizenship, Immigration and Multiculturalism Minister Jason Kenney announced today. “Our new Start-Up Visa will help make Canada the destination of choice for the world’s best and brightest to launch their companies,” said Minister Kenney. “Recruiting dynamic entrepreneurs from around the world will help Canada remain competitive in the global economy.” The Start-Up Visa Program will link immigrant entrepreneurs with private sector organizations in Canada that have experience working with start-ups and who can provide essential resources. The Program is part of a series of transformational changes to Canada’s immigration system that will make it faster, more flexible and focused on Canada’s economic needs. As a way to help these in-demand entrepreneurs fulfil their potential and maximize their impact on the Canadian labour market, they will require the support of a Canadian angel investor group or venture capital fund before they can apply to the Start-Up Visa Program. Initially, Citizenship and Immigration Canada (CIC) will collaborate with two umbrella groups: Canada’s Venture Capital & Private Equity Association (CVCA) and the National Angel Capital Organization (NACO). These groups will identify which members of their associations will be eligible to participate in the Program. CIC is also working with the Canadian Association of Business Incubation to include business incubators in the list of eligible organizations as soon as feasible.

Canada’s immigration system will become fast, flexible and responsive to the labour market, with a proposed “just-in-time” application processing system coming into effect in 2013, promised Citizenship, Immigration and Multiculturalism Minister Jason Kenney this past fall. Kenney also said he expected to lift the pause in the federal skilled worker applications in 2013, when the new selection criteria would take effect. In advance of the New Year, Minister Kenney discussed Citizenship and Immigration Canada’s strategy on improving the immigration system with Canadian Immigrant.

'இளங்கலை ஆங்கில இலக்கியமும் இளங்கலை தகவல் தொடர்பு ஆங்கிலமும் சமம்' (B. A. Communicative English is equivalent to B. A. English) என்று தமிழக அரசு சார்பில் அரசாணை கடந்த நவம்பர் 27 ல் வெளியாகியுள்ளது. (Refer my attachment). ஆனால், இளங்கலை தகவல் தொடர்பு ஆங்கிலம் படித்து தகுதித் துனைத்தேர்வில் அதிக மதிப்பெண் பெற்ற மாணவ மாணவிகளின் பெயர்கள், கடந்த டிசம்பர் மாதம் 5ம் தேதியன்று ஆசிரியர் தேர்வு ஆணையம் வெளியிட்ட இறுதிப் பட்டியலில் இல்லை. என்ன காரணம் என்றும் வெளிப்படையாகச் சொல்லவில்லை. பாதிக்கப்பட்ட மாணவ மாணவிகள் (அதிகபட்சமாக 100 பேர்) நீதிமன்றத்தில் வழக்குத் தொடர்ந்துள்ளனர். ஆனால், அரசாணையையே மதிக்காத ஆசிரியர் தேர்வு ஆணையத்தை இதுவரை தமிழக அரசு என்னவென்று கேட்டதில்லை. அரசாணைக்கு மதிப்பில்லை.

உண்ணா விரதம் என்பது இன்று அரசியல் ஆதாயத்திற்க்காக பயன்படுத்தப்படும் ஒரு ஆயுதமாக தான் பயன்படுகிறது என்பது கசப்பான ஒரு உண்மை, உலக அளவில் எங்கும் காணாத முன்று மணி நேர உண்ணா விரதம், அதுவும் சகல வசதிகளுடன்,....தினம் தினம் ஒரு உண்ணா விரதங்கள் ஆனால் இவை எந்த அளவுக்கு வெற்றி பெறுகிறது என்பது சம்பந்தப்பட்டவர்களுக்குத்தான் வெளிச்சம்......! ஏழு நாள்கள் உண்ணாவிரதம், பன்னிரண்டு நாள்கள் உண்ணாவிரதம் என்று  ஆரம்பிப்பதும் பின் காலபோக்கில் அவை மறைந்து போவதும் வாடிக்கையாகி விட்டன.......... ஒரு பக்கம் அண்ணா ஹசாரேயின் 12 நாள்கள் உண்ணா விரதத்திற்கு உலக அளவில் அதரவு தெரிவிப்பதும், மற்றொரு பக்கம் மணிப்பூர் மாநிலத்தில் இரோம் ஷர்மிளாவின்  12 வருட உண்ணா விரதத்திற்கு மக்கள் ஆதரவு இல்லாததும்  வியப்பு அளிக்கிறது...    யார் இந்த இரோம் ஷர்மிளா? எதற்காக இவர் 12 ஆண்டுகளாக போராடுகிறார்?  இவர் அருணாச்சல் பிரதேஷம், அசாம், மணிப்பூர், மேகாலயா,  மிசோரம் ,நாகலாந்து ,திரிபுரா ஆகிய மாநிலங்களில்  நடைமுறையில்  உள்ள ஆயுதப்படை சிறப்பு அதிகார சட்டம் [Armed Forces (Special Powers Act 1958)] திரும்ப பெற வேண்டும் என்பது தான் இவரின் ஒரே கோரிக்கை....
