Sri Lanka: Report Fails to Advance Accountability; Governments Should Act on UN Panel Call for International Investigation!
December 16, 2011 - (New York) – The report of the Sri Lankan government’s Lessons Learnt and Reconciliation Commission (LLRC) disregards the worst abuses by government forces, rehashes longstanding recommendations, and fails to advance accountability for victims of Sri Lanka’s civil armed conflict, Human Rights Watch said today. The serious shortcomings of the 388-page report, which was posted on a government website on December 16, 2011, highlight the need for an international investigative mechanism into the conflict as recommended by the United Nations Secretary-General’s Panel of Experts in April. The LLRC report was long awaited, but provided little new information or recommendations on accountability that could not have already been put into effect by the government, Human Rights Watch said. While the UN Panel of Experts recommended the establishment of an independent international mechanism to conduct investigations into the alleged violations, the LLRC report provides no realistic pathway for holding accountable military and government officials implicated in serious abuses.

முல்லைப்பெரியாறு அணை மேற்குத் தொடர்ச்சி மலையில் துவங்கி மேற்கு நோக்கி கேரளாவில் பாயும் பெரியாற்றின் மீது கட்டப்பட்ட அணையாகும். இது தமிழக-கேரள எல்லையில் அமைந்துள்ளது. இது கட்டப்பட்ட இடம் கேரளாவுக்கும் அணை தமிழகத்திற்கும் உரியது. தமிழக பொதுப்பணித்துறை இவ்வணையை பராமரித்து வருகிறது. 1895 ஆம் ஆண்டு இது ஆங்கிலேயர்களால் கட்டப்பட்டது. இதன் கொள்ளளவு 15.5 டி.எம்.சி மற்றும் உயரம் 155 அடி ஆகும். இந்த அணையின் நீர்பிடி பகுதியில் வன சரணாலயம் தேக்கடி உள்ளது. இதன் கீழ்பாசனத்தில் இடுக்கி அணை கட்டப்பட்டுள்ளது. முல்லைபெரியாறு அணை, சுண்ணாம்பு சுர்க்கி கலவையில் கருங்கல்லில் கட்டப்பட்ட ஆணை ஆகும். மெட்ராஸ் மாகாணத்திற்கும் தண்ணீரை திருப்பி விவசயப்பணிகளுக்கு பயன்படுத்திகொள்ளும் பொருட்டு 'பெரியார் திட்டத்தின்' கீழ் அப்போதை மெட்ராஸ் மகாநாதிற்கும் திருவிதாங்கூர் மகாராஜவுக்கும் இடையே ஒப்பந்தம் ஏற்பட்டது. 1886 ஆம் ஆண்டு ஜனவரி 1ஆம் தேதி கையொப்பமிடப்பட்ட இந்த பெரியாறு குத்தகை ஒப்பந்தந்தின்படி ஒரு ஏக்கர் நிலத்திற்கு ஐந்து ரூபாய் ஆண்டு வாடகை என்ற அடிப்படையில் 999 ஆண்டுகளுக்கு குத்தகைக்கு விடப்பட்டது.
- NOVEMBER 30, 2011 - The Sri Lankan army ordered extra-judicial killings and assassinations during the final days of the country’s civil war, according to allegations made by a former member of the army. The source made the statements in an affidavit, obtained by The International as a part of an investigative report on the civil war, published today. The allegations were also accompanied by statements made by a witness who claims that he saw a number of serious war crimes being committed against civilians. The assertions of the first source, who held a very senior position in the armed forces during the final period of the war, are perhaps the most significant. Having access to the flow of orders and strategy and holding a high level security clearance, his testimony appears to corroborate many claims made by the United Nations, prominent human rights organizations and a series of reports made by Channel 4 news regarding abuses carried out by the army... 
26 November 2011 - Former President Chandrika Kumaratunga last week delivered a scathing attack on the government’s handling of the former IDPs at a discussion held in the South Asia Policy Research Institute in Colombo. “You may be satisfied with it (reconciliation process), but I am not,” she said responding to Professor Rohan Gunaratna, who was the guest speaker. Prof. Gunaratna earlier in his address outlined the government’s achievements in post war transformation in the spheres of humanitarian assistance, social and economic developments and political engagement. “I don’t know whether it was necessary to keep250,000 civilians in detention for two years?” Kumaratunga quizzed. She recalled that the government leaders at the time justified the move, arguing that it was necessary to identify the terrorist cadres among the civilians.

Rival factions of the overseas Liberation Tigers of Tamil Eelam(LTTE)competing with each other to commemorate the event in Western countries where substantial concentrations of Sri Lankan Tamils are prevalent. November 27th falls on a Sunday this year. This has reinforced the efforts of both factions as the chances of drawing massive crowds is greater because of Sunday being a holiday.In a scenario similar to a market place both factions are doing their best to ensure that the Great Heroes Day(GHD)events organized by them get the highest number of attendees. The LTTE faction led by Perinpanayagam Sivaparan alias Nediyavan has the advantage of being in control of the existing overseas tiger structures known as “kattamaippu”.Utilising those structures the Nediyavan faction is going ahead with the usual agenda of conducting the event in different western cities.However it is not smooth sailing for Nediyavan’s mainstream LTTE as there is a rival contender for the crown. The faction led by Segarampillai Vinayagamoorthy alias Vinayagam has jumped into the fray this year. The Vinayagam faction is also planning to stage “Great Heroes Day”(GHD)events in some Western countries....
